Why this happens
Since 2017 iPhones save photos in a format called HEIC. It looks like a photo on the iPhone and on a Mac, but many Windows computers, some Android phones and most online forms — job applications, school portals, visa and ID photo uploads, marketplaces — do not know how to read it.
You did nothing wrong, and the photo is not broken. It just needs to be turned into JPG, the format every device and website accepts.
Fix it in three steps

Get the photos onto the device you are using now — email them to yourself, copy them from the cable, or just use this page on the iPhone itself.

Common cases
A file ends in .HEIC in your Downloads folder: that is the one to convert. A photo emailed from an iPhone usually arrives as JPG already — if it arrived as HEIC, convert it here. A form limited to 2 MB or 5 MB: choose a smaller size in the options before converting.

On the iPhone: Settings › Camera › Formats › “Most Compatible”. New photos will be JPG.
